How are mesh gradients made in CSS?

By stacking several radial-gradient() layers at different positions over a base color. The generator writes that CSS for you.

Will the animated gradient hurt accessibility?

The exported CSS includes a prefers-reduced-motion rule that turns the animation off for people who ask for less motion.
